The Prospective Group (TPG) is looking for an Acquisition Governance Support SME for the Acquisition Governance and Requirements Oversight Council. The governance bodies collect, review, and oversee acquisitions and requirements, acting as the single collection point that oversees the collection, vetting, and approval of DCSA requirements. Aligned with the DoDI 5000.74 and DoDI 5000.75/5000.87 the primary responsibilities include:
Position Responsibilities:
- Drive and set the policy and process for requirements management and oversight process, escalating issues to the ESC for decision, as needed
- Validate and aggregate services and IT requirements and present to the Executive Steering Council for approval in accordance with business rules and decision criteria
- Establish DCSA Capability Areas and Category Management/Portfolio Management structure (for Services)
- Work with the CFO Council to enable and ensure requirements framework aligns with the DCSA Project, Organization, Expense Type and Task (POET) structure
- Ensure linkage between the requirements process, Planning, Programming, Budget, and Execution (PPBE) process and Defense Acquisition System
- Recommend appropriate Acquisition pathway for approved requirements to the Component Acquisition Executive (CAE)
- Recommend requirements-related training and certification for DCSA workforce (e.g., requirements management, services acquisition, etc.)
- Oversee requirements for R&I activities
Position Requirements:
- Knowledge of Federal acquisition laws, rules, regulations
- Support the Agency’s AQ Governance Bodies (e.g., meeting minutes, Statement of Conclusions (SOC) development and distribution, due-out / Action tracking, briefing material development)
- Support the Agency’s Component Acquisition Authority (CAE) with coordination throughout the intra-Agency with activities such as developing meeting material, documenting meeting minutes, development of SOC, and Action Item tracking
- Experience interacting and supporting GS-15, DISL, and DISES
- Experience standing up governance structures in the DoD preferred
